Modernizing aging military housing infrastructure to improve efficiency, reliability, and resident comfort
To maintain and modernize military housing for Navy families across the Southeastern United States, the U.S. Navy partnered with Balfour Beatty Communities and OPTERRA to implement energy and water efficiency upgrades through an Energy Savings Performance Contract (ESPC) spanning 11 cities across five states.
The program included large-scale lighting upgrades, HVAC improvements, insulation, and water conservation measures that now generate 9,942 MWh of annual energy savings and 67.7 million gallons of annual water savings, delivering $67.4 million in projected cost savings over 20 years while improving comfort for residents.
Serving more than 243,000 veterans across eight facilities, the VA Southern Nevada Healthcare System partnered with CTI OES JV, a joint venture of veteran-owned CTI Energy Services and OPTERRA, to modernize energy infrastructure through an Energy Savings Performance Contract supporting a 90-bed hospital, a 120-bed nursing home, and clinics serving 450,000 outpatient visits annually.
The project included lighting upgrades, improvements to a 4,800-ton chilled water system, solar thermal hot water for the nursing home, and upgraded HVAC controls—measures expected to generate over $21 million in energy savings, reduce water use by 97 million gallons, and avoid 157,000 metric tons of CO₂ over the life of the program.
